Capacity Building
             Capacity building initiatives of the Union Territory would help improve the competencies of the people and organizations that would participate in the implementation of the Union Territory e-Governance roadmap. It is thus a ‘means to an end’, enabling others to develop and sustain particular programs, or an ‘end’ in itself, where the purpose is to enable others to have greater capacity to problem solve together .
